Dr. Ashraf El Azazy, Secretary-General of Egypt’s Supreme Council of Culture, emphasized that State Awards remain among the highest forms of recognition granted by Egypt to creators across various cultural fields.
He explained that the rapid development of artificial intelligence has created new challenges for the cultural sector, particularly regarding intellectual property rights and the authenticity of creative works.
El Azazy stressed that genuine creativity cannot be replaced by automated tools because true artistic and literary works reflect human experience, personal vision, and cultural background.
He confirmed that all works submitted for State Awards undergo detailed examination by specialized committees to ensure originality and protect creators’ rights.
Applicants must also complete official documentation procedures, including registration requirements that verify ownership and intellectual property rights.
Ensuring Fair Evaluation Through Specialized Committees
The Secretary-General highlighted the importance of regularly changing committee members to maintain transparency and fairness during the evaluation process.
He explained that the Supreme Council of Culture has a large database of academics and specialists from Egyptian universities, allowing the selection of qualified experts capable of evaluating creative works professionally.
According to El Azazy, artificial intelligence can provide useful tools, but it also requires careful monitoring because creativity depends on human emotion, thought, and experience.
Supporting Young Creators Through State Awards
El Azazy noted that the State Encouragement Awards, launched in 1958, continue to play a major role in supporting young talents under the age of 40.
The awards cover 32 categories across arts, literature, and scientific innovation, providing recognition and motivation for emerging creators.
He also highlighted the importance of the Young Creator Award, which encourages children with artistic and scientific talents through national programs and competitions.
Expanding Cultural Access Across Egypt
The Supreme Council of Culture continues its efforts to achieve cultural justice by organizing activities in different Egyptian governorates, including border areas.
The council also focuses on topics connected to Egypt’s Vision 2030, such as environmental awareness, renewable energy, and artificial intelligence.

El Azazy announced upcoming cultural initiatives in New Alamein City, including “Egypt’s Children Forum” and “Discover Egypt’s New Cities.”
