Dr. Ahmed El-Sobky, Chairman of the General Authority for Healthcare and General Supervisor of the Universal Health Insurance Project, stated that the Unified Insurance Law No. (195) of 2024 marks a historic milestone in the evolution of Egypt’s insurance system. The law helped boost the assets of the health insurance sector to over EGP 13 billion, representing more than 26% of the country’s total insurance economy, with an annual growth rate of 15%. 🇪🇬
Speaking at the 7th Annual Sharm El-Sheikh Forum for Insurance and Reinsurance 2025, held under the theme “Insurance Amid Global Changes,” El-Sobky highlighted the event’s growing international importance as a key platform for discussing the future of the industry in light of global challenges.
He added that Egypt has successfully completed the first phase of the Universal Health Insurance System and is now preparing to launch the second phase, which will introduce new medical insurance products in cooperation with private health insurance companies and healthcare providers from both the public and private sectors.
El-Sobky noted that the Healthcare Authority has signed a cooperation protocol with the Insurance Federation of Egypt and held several workshops with private medical insurance companies, leading to the release of the first phase of the “White Paper” that integrates the private sector into the national insurance framework. The second phase of the paper will be launched soon to establish a comprehensive national partnership with private insurers.
He emphasized that the presence of more than 11 million residents and expatriates in Egypt offers a strategic opportunity to expand the base of private health insurance beneficiaries, in addition to the booming tourism sector that creates new avenues for insurance coverage for tourists. 🌍
Currently, the Healthcare Authority is cooperating with more than 30 private health insurance and brokerage companies. El-Sobky stressed the importance of launching a national digital platform to connect insurers with healthcare providers, creating an intelligent ecosystem to foster sustainable growth in Egypt’s health insurance industry. 💻
He concluded that the Sharm El-Sheikh Insurance Forum will play a pivotal role in shaping insurance policies on local, regional, and global levels, emphasizing that collaboration between public institutions and private companies is key to a more stable and prosperous insurance future.
The forum was attended by prominent figures including Dr. Mohamed Farid, Chairman of the Financial Regulatory Authority; Dr. Islam Azzam, Chairman of the Egyptian Exchange; Alaa El-Zohairy, Chairman of the Insurance Federation of Egypt; and representatives from over 40 countries and 260 insurance companies worldwide. 🌐
