The Cairo Economic Court – Second Circuit issued its ruling in misdemeanor case No. 6689 of 2025, ordering businessman Amir El-Hilali, owner of Leman’s Group, along with his partners, to pay a fine of EGP 2 million, in addition to refunding the value of the product and service agreed upon with the victims, unless already recovered prior to the judgment.
The court also obligated the defendants to pay interim civil compensation to 19 victims, amounting to EGP 50,000 for each individual, along with EGP 75 covering legal fees and the costs of both criminal and civil proceedings.
The enforcement of the ruling was carried out immediately, as the defendant was officially notified while present at the Tagamoa First Police Station for execution procedures. The notification included a warning that any delay in fulfilling the financial obligations would result in annual interest of 5% in accordance with Article 226 of the Civil Code, in addition to potential supplementary compensation under Article 231.
The verdict represents a notable judicial step in addressing cases commonly referred to in the media as “car fraud schemes,” which have affected several citizens who filed complaints against the company.
