The memo clarified that the National Circus does not directly own any wild animals. Animal performances are conducted through a contract with trainer Loba El Helou, who is fully responsible as the owner of the animals.

Contractual Responsibilities
It emphasized that contractual clauses—especially articles 7, 9, and 12—oblige the trainer to assume full responsibility for safety, insurance, and any civil or criminal damages, and strictly prohibit photographing visitors with wild animals.

Photography Contractor Role
The administration also contracted a photography operator, who was not authorized to use wild animals, and is fully responsible for any violations or damages arising from his activities.

Distribution of Legal Liability
The memo stated that legal responsibility is limited to three parties: the photography contractor, the animal owner, and the child’s father, noting that the incident occurred outside the official management framework.

Circumstances of the Incident
It further revealed that the child was photographed with a wild animal without the circus administration’s knowledge, describing it as an unauthorized exploitation for financial gain, with the father’s consent contributing to the risk.

Legal Measures
The Center confirmed it will take all necessary legal and administrative actions while maintaining that it bears no responsibility under contractual terms.
