Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, confirmed the cancellation of all previous exceptions approved by the Supreme Council of Universities regarding the admission of certain categories of students to Egyptian public universities. He stated that this decision comes in full compliance with the provisions of the constitution and the law, and in implementation of the Administrative Court’s rulings, which emphasized the need to achieve justice and equal opportunities for all students.
The minister explained that the coordination system is the sole method for admission to universities and institutes, and no party or group is allowed to obtain exceptions outside the official framework. He added that the coordination and nomination of students are conducted only through the official university admissions coordination office, and each student is allowed a single application, whether for holders of the Egyptian General Secondary Certificate or equivalent Arab, foreign, Al-Azhar, or other certificates.
New Rules for Re-coordination
The Minister of Higher Education noted that re-coordination is permitted for students who previously obtained technical certificates and later earned the general secondary certificate, under two essential conditions:
They must not have been previously nominated to any faculty based on their technical certificate.
Or they must not have actually joined any faculty they were previously nominated to, since enrollment counts as exhausting the constitutional right to free university education.
If either condition is met, these students can be re-coordinated based on their general secondary certificate score, provided there is no violation or attempt to circumvent the system.
Students who first obtained the general secondary certificate and then obtained an equivalent certificate (Arab or foreign) are not allowed to re-coordinate, as this is considered a deliberate attempt to improve their score, violating the regulations and constituting manipulation of the educational system.
Updates on Equivalent Engineering Faculties
The minister also issued a decision recognizing certain engineering faculties as equivalent to other engineering faculties in Egyptian universities, namely:
Faculty of Electronic Engineering in Menoufia – Menoufia University
Faculty of Petroleum and Mining Engineering in Suez – Suez University
Faculty of Energy Engineering in Aswan – Aswan University
This decision applies only to new students admitted to the preparatory year. Admission to these faculties will be outside the geographical distribution rules. These students are also allowed to transfer equivalently to reduce relocation hardship, either from or to these faculties, provided that the existing transfer rules and conditions are followed, and the fair distribution of students among faculties is not disrupted.

This decision is part of the state’s ongoing policy to regulate university admissions, ensure equality among students, and prevent any attempts to bypass the admission rules, thereby preserving educational justice and strictly enforcing the law.
