New rules reshape reconciliation law for building violations

New regulations and pricing under the reconciliation law aim to speed up legalization of building violations while ensuring structural safety.

Egypt’s reconciliation law for certain building violations has introduced new regulations aimed at organizing the legalization process, particularly in cases where demolition or completion of required documents is extremely difficult or impossible.

The law grants the Prime Minister, upon proposals from the Minister of Housing or the Minister of Local Development, broader authority to approve reconciliation requests even when standard conditions are not met, provided that removing the violation or completing documents is impractical.

Regarding costs, the law sets the reconciliation price at three times the officially approved rate per square meter, while allowing reductions by Cabinet decision in exceptional cases, provided the price does not fall below the basic rate.

The law also clarifies that the executive regulations will define further conditions and requirements, especially for properties under the jurisdiction of specific authorities, including proof of approval or payment of usage fees where applicable.

For application reviews, specialized technical committees will be formed, including engineering experts and a civil protection representative, to ensure structural safety, with the option for the Prime Minister to assign these tasks to other administrative bodies to accelerate procedures 📄🏢
