The Ministry of Education and Technical Education has announced the commencement of reviewing transfer requests for high school students between schools for the upcoming academic year 2025–2026.
This initiative comes as part of the Ministry’s efforts to regulate the student transfer system and ensure the highest levels of transparency and fairness in student distribution before the new school year begins.

The Ministry indicated that the central committees formed specifically for this purpose will officially begin their work on July 20, 2025, and all transfer-related procedures must be finalized by August 31, 2025. This schedule is intended to provide sufficient time to arrange student placements and ensure stability within the educational process at schools.

In line with the Ministry’s commitment to organizing transfers based on clear and specific regulations, central instructions have been issued to all educational directorates. These instructions include the formation of specialized committees for each high school grade to thoroughly examine and decide on the submitted requests.

The central committees include:

A central committee at the directorate's main office, responsible for reviewing and analyzing transfer requests for Grade 10 (first year of high school), ensuring that the criteria and justifications for transfer are met before issuing final decisions.

A central committee within the Central Administration for General Education, tasked with reviewing Grade 11 (second year) transfer requests submitted by various educational administrations.

A central committee within the General Administration for Secondary Education, responsible for examining transfer requests for Grade 12 (final year), taking into account the critical nature of this stage due to its proximity to the General Secondary Exams.
To unify procedures, the Ministry emphasized that educational directorates must adhere to the following:

Form a committee within each directorate to handle transfer files received from subordinate educational administrations for Grades 11 and 12, separately for each grade.

Submit the thoroughly reviewed files to the central committees at the Ministry’s headquarters under the direct supervision of the General Director of General Education at the directorate, in coordination with the General Administration for Secondary Education.

Verify that each file includes all the required documents and valid justifications for the transfer—whether social, educational, due to family relocation, or other reasons—and confirm the accuracy of information provided by parents.

Prepare approved and consolidated lists for each grade, including the names of students requesting transfers, along with an attached copy of the justification for each case, following the Ministry’s standardized form.

The Ministry of Education and Technical Education stresses that all transfer requests will be handled with complete transparency and objectivity, prioritizing the best interest of the student and ensuring the smooth running of the educational process. The Ministry also emphasized the importance of adhering to the specified deadlines and will not accept any requests submitted outside the announced timeframe.

This initiative reflects the Ministry’s ongoing efforts to implement precise mechanisms for managing school transfers, preventing disorder or manipulation, and ensuring equity and equal opportunities for all students across the country.
