📜 Official Issuance of the Unified Real Estate ID Database Law
The Official Gazette has published the text of Law No. 88 of 2025 concerning the establishment of a Unified National Real Estate ID Database, following its ratification by President Abdel Fattah El-Sisi. The law officially enters into force as part of Egypt’s digital transformation strategy and comprehensive real estate asset inventory framework.
The law aims to establish an integrated digital system that assigns each property in Arab Republic of Egypt a unique, non-duplicable national identification number to be used in all governmental and official transactions.
🔎 What Is the Unified National Real Estate ID?
The Unified National Real Estate ID is a unique digital identification number assigned to every property (land – building – facility) within the country. It is required for:
- Real estate registration
- Land registry (Real Estate Publicity Department)
- Utility connections
- All official property-related transactions
⚖️ Key Provisions of Law No. 88 of 2025
First: Definition of Property & Data System (Article 1)
The law defines property as including:
- Land plots
- Buildings
- All types of facilities
The system is based on:
- A unified base map
- A secure geospatial information infrastructure
- Non-replicable digital codes for each property
Second: Competent Authority for Issuing the ID (Article 3)
The Central Agency for Public Mobilization and Statistics (CAPMAS), in coordination with the Ministry of Communications and relevant authorities, is responsible for determining:
- Components of the unified ID number
- Issuance mechanism of identification plates
- Data update procedures in cases of:
- Construction
- Demolition
- Subdivision
- Merger
- Modification
Third: Property Identification Plates (Articles 5 & 6)
- Plates are issued by the Secure Documents Complex.
- Installed by the competent administrative authority.
- Plates are state-owned property.
- Tampering or damage is strictly prohibited.
⚠ Violators bear full replacement costs.
Fourth: Mandatory Use of the Unified ID (Article 7)
All individuals, public entities, and private sector institutions must use the Unified ID in:
- Contract registration
- Utility service applications
- Any official property transaction
Fifth: Legal Penalties (Article 10) 
- 🔹 Fine ranging from EGP 1,000 to EGP 15,000 for plate tampering.
- 🔹 In cases of intentional destruction:
- Imprisonment up to 6 months
- Fine ranging from EGP 5,000 to EGP 30,000
- Or either penalty
- 🔹 Additional fines for failure to submit required data to authorities.
⏳ Compliance Grace Period (Article 11)
- 6 months from the issuance of executive regulations.
- Extendable up to 3 years by decision of the Prime Minister.

- ✔ No property transaction can be registered without the Unified ID.
- ✔ Utility applications will not be accepted without the ID.
- ✔ Any structural modification requires official data update.
- ✔ Violations may result in fines or legal accountability.
