Sheikh Khaled El-Gendy, member of the Supreme Council for Islamic Affairs, explained the meaning of the Quranic verse: ﴿وَلَوْلَا إِذْ دَخَلْتَ جَنَّتَكَ قُلْتَ مَا شَاءَ اللَّهُ لَا قُوَّةَ إِلَّا بِاللَّهِ﴾, highlighting the difference between “will” (al-mashi’ah) and “power” (al-quwwah) and their relationship.

The Will as Divine Intention
El-Gendy clarified that will refers to God’s absolute intention, citing texts confirming that when God wills something, He says “Be” and it is. All human blessings and life experiences, including paradise mentioned in the verse, are the result of God’s will.

Power as the Means of Execution

The second part of the verse: "There is no power except with God," emphasizes that will alone is insufficient; it requires power to be realized. God brings His will into reality through His power and ability, highlighting that only God executes His intentions.

Message of the Verse: Blessings Between Will and Power

El-Gendy concluded that when a believer sees God’s blessings, saying "What God has willed; there is no power except with God" acknowledges that the provision was by God’s will (masha’Allah) and its realization was through God’s power (la quwwata illa billah), reflecting the belief that all blessings originate from God in planning and execution.
